We submitted our response to the Scottish Parliament’s Finance and Public Administration Committee's pre-budget scrutiny on the affordability and sustainability of Scotland's tax and spending plans. Our submission calls for a review of LBTT and the Additional Dwelling Supplement, meaningful non-domestic rates reform, and sustained investment in planning capacity to unlock stalled sites. We also made the case for longer-term, revenue-funded infrastructure investment, such as Tax Increment Financing, to grow the tax base and support housing delivery
