Real Estate:Scotland responded to City of Edinburgh Council’s City Plan 2040 Call for Ideas with one clear message: viability must be at the centre of the Plan.
We have called for:
- A published, cumulative viability framework built into the Plan, with deliverability tested before sites are allocated
- Clear infrastructure contributions set out in the Plan itself, so developers have certainty upfront
- An evidence-led review of affordable housing and housing mix policy (including the 35% requirement and Hou 3) to deliver more affordable and family homes in practice, including Build-to-Rent
- Policy for emerging uses, such as co-living, later living and data centres, alongside a flexible approach to employment land, hospitality and logistics
- A transport-led spatial strategy that treats West Edinburgh as the primary growth opportunity
